Sir:-
I laid before the Marquess of Lansdowne your
letter of the 7th ultimo enclosing a Memorandum of
observations made by Sir H. Blake on his journey to
Hongkong viâ Vancouver.
With reference to the conversation which Sir H.
Blake had with the Members of the Chinese Coronation
Mission and to the dissatisfaction felt by the First
Secretary at his exclusion from the audience granted
by His Majesty the King to Prince Chên, I am directed
by His Lordship to transmit to you a Memorandum ex-
plaining the reason for Sir Liang Cheng's admission
to the King's presence, in preference to Wang Ta Hieh.
I am to suggest that this paper should be com-
municated to Sir H. Blake.
